Okay, do't give up on river rock yet. I was doing some research and found that if you want to take some time to rough up the river rock surface it can work. Lots of work to rough up a rock but I have done it in the past with a grinding stone and a drill.
You might want to try Hydroton, ceramic, clay or other fired rough media for making your caves and such with hot glue. And make sure to use hot melt glue, high temp glue and let it get good and hot so it will flow into the cracks and crevices to get a good bond.
