It sounds like you're doing a good job. Odds are you probably have hard water from heavy metals and minerals in the local ground. Many fish can tolerate a pH range of 7.0 to 8.0. I am not sure about the frogs. I try to keep my tank around 7.0. What kind of filter do you have?
