Where does one aquire this? Is it a hardware store thing? A craft store thing? A pet store thing? Or a plant store thing?

Second Home Depot, but it wasn't in the lighting section at my local store. It was over where they keep large panels of building material (plywood, insulation, drywall, etc) as it comes in 2'x4' sheets:
