I'd say that it needs to be awake and alert. If the frog is Aestivating there could be unforseen complications during the shipping process that could kill the frog. Of course anytime there is a live animal being shipped there are risks. Aestivation is a touchy and stressful part of their life. If not conditioned correctly death is almost always a possibility. This would be overly dangerous for the frog since the conditions of Aestivation could not be maintained or observed by anyone while the frog is in transit.
Honestly I've never heard of such a situation and breeders don't send frogs out that are Aestivating.
I'm not quite sure why this person would ship a frog during aestivation. I have never heard of it either. That's why I decided to consult the forum. So I could properly inform the shipper.

I agree. Why would you even aestivate it if you were planning on selling it. Can you PM the name to me?
It seems to me like he is a young individual and isn't quite sure about what he doing. But, I paid before I found out that the frog was in aestivation.
So, I may just have to bite the bullet on this one.
