New To The Forum- ADF Help!

Hi- I'm new to the forum and despite lurking, I still haven't figured out how to set up my ADF's tank.
I have one of those "frog-o-sphere" things (I know, I know. They're awful-but that's why I'm here!) and my 2 frogs have lived in it for 2 years. I want to upgrade their tank and just don't know where to start other than getting a 2.5 gallon tank (the maximum size I can have a college). I have a million questions.
1. Should I also switch their food? Are there risks associated with that? They're much too skinny on the pellets and I give them 2x the recommended amount to keep weight on.
2. Filter? Yes or no? I know I need a very quiet (Whisper?) one if I do add a filter.
3. Heater?
4. Tank cycling/how do I do it/do I need it/what is it?
5. Will their tank change affect them/anything I can do to make the transition easier?
6. They have basic fish gravel in their tank now. Do I stick with that?
7. Should I get them a snail to help clean the algae?
I adore my froggies and just want the best for them! I feel awful for being such a bad parent these past 2 years.
