There's no real connection between shedding and hunger. I suppose if a pac was severely stressed, that could throw off their normal shed schedule and cause them to shed more or less than normal... But generally, they don't have anything to do with each other You probably just haven't noticed him doing it other times, or it could be coincidence.

It's really strange looking. There are several youtube videos of it. I saw one where the frog was toe-wiggling to attract a dead pinkie. Needless to say, that didn't work out like he'd hoped it would.
