Yes Dendrosophus ebraccatus is known as the hourglass tree frog. I don't think they are particularly rare in wc form, but the only person I know who breeds and sells cb is Michael Novy of Rainforestjunkys. Very cool frogs. They should have brownish patterns against a pale yellow backdrop, like in the picture. How big is the one at the petstore? Amazon milk frogs (Trachycephalus resinifictrix) have black and white patterns but they get much bigger.
It was tiny maybe an inch or so.
