Is this a good water conditioner for Pacman Frogs?

He still hasn't eaten since Friday so I'm going to soak him for 30 mins.
If it's a newly aqcuired frog, giving it a rest might be a good idea, it's possible they refuse to eat untill completely settled.
Otherwise it might also be that the environment isn't optimal yet?
Perhaps temp. is to low?
Soaking might help the stool or dehydrate, but not sure about the appetite returning because of it.
There will be a reason it doesn;t eat, that is what you need to figure...
His cage is 86 degrees at the bottom of the substrate.
I think he's still adjusting to his new home, it's been 6 days though.
I'll move it to the side now and measure the temp in a few hours.
Is this good?

yes it is good, now you need to cover 3 sides of the tank with something and put some hide and decor of some sorts (some foliage or log), it is very open now, he might be scared.
Save one animal and it doesn't change the world, but it surely changes the world for that one animal!
Buy some of the static cling backgrounds for terrariums. They work great and are thin enough so that light can oass through slightly during the day giving the appearance of daylight in their home. UTH is in a good spot.
Here it is now, what do you suggest I cover the sides of the cage with?

I'd put some small brunch or log on a ground, they like to hide close, but even like that it is very good, good job!
Grif gave you a great advice, use that background, but really anything that you can attach to the sides would do.
and when you finished decorating leave him be, don't offer food, don't open cage, just leave him alone and tomorrow try to offer food.

+1 on The Reptisafe. +1 on leave him be. How's your humidity hold up in that cage? How are you feeding.g him and what are you offering? Try half a nightcrawlers in the water dish when he's in there.
How are you measuring temps?

Can I print off this picture and tape it to the sides for a temporary fix?

excellent! he should be happy and eat for you soon, just let him settle.

In the future it might be wise to fix the enclosure well before buying a pet frog.
It will be best for the animal when it can settle in a well set-up tank instead of being subject to a lot of fiddling around while he needs to settle in.
For now, it's looking better then before.
My guess is the 30 degrees Celcius as a lowest temperature was somewhat high,
besides i think you might cover up part of the top lid to keep it a little more moist,
those critter keepers don't hold humidity up in my experience.
