I had fish tanks for years, albeit I only kept freshwater.
White stuff on the fish's skin was always a sign to remove and quarantine! Post a picture if you can, but it sounds like Ick.
I don't know what methylene blue is. So I can't answer that. But if it IS Ick, treat quickly or your fish will die. Pet stores with fish sections usually carry treatment for it.
Methylene blue is used as a ICK/fungus cure/med, but you need to make sure your diagnosis is correct before treating. Puffers are also more sensitive to some meds than your regular run of the mill tropical fish. Something else to keep in mind when running a brackish tank, freshwater and saltwater diseases are completly different cans of worms. No sound advice can be given without knowing all the factors though.
