You can use paper towels as a substrate, you just have to make sure you change it daily. Keep them wet too. Just to reiterate, you really have to change them every day. Even if they don't poop, they urinate a lot and that is enough to add ammonia which is very harmful to them. I use Filter foam for a couple of my frogs and have to change this every day as well.

I'm assuming you're referring to Pacman frogs since it's in that category.

Edit: I also wanted to mention that if you use paper towel you should also have some kind of hide/fake plants or something in there for the frog to hide in since they have nothing to burrow in. This makes them more comfortable in their home.

You can use it for pretty much anything as long as it's changed daily. A lot of people use paper towels for all sorts of herps, especially babies, because it's easy to clean and safe if used right. Just make sure that it's wet for your frog, you want to keep it wet.

don't! for any type and size frog! it is a big impaction risk and can end very badly for your frog.
Save one animal and it doesn't change the world, but it surely changes the world for that one animal!
