Save one animal and it doesn't change the world, but it surely changes the world for that one animal!
If you report them, show them that pic. They might actually do something since there's evidence of the neglect.

Perhaps ASPCA, I'm not sure. Better business bureau.. call your local humane society, maybe you'll get some answers there. I'm sure one of them will know what to do. Maybe if you just call the manager and complain to them and tell them how you feel they might change their habits. How did they react when you told them about the frog? Some places just don't care for certain animals like they would a puppy/kitten. They just don't care.. but some people do. Give management a little perspective and they might change their ways. It's really not hard to take care of these animals, especially when there are people there who are PAID to do it.
i wouldn't talk to the manager in this case, s/he might just make it all nice and go away, besides I'm sure s/he is aware of the situation in there. report to SPCA, or in US it is probably called ASPCA, they have inspectors who are obligated to investigate all complaints, just call them and let them know. someone has told me that in US you can get a jail time for animal neglect, probably it depends on a level of it and state laws, but it is pretty serious.

Well for dogs and cats things have been getting pretty serious about abuse recently, people have been jailed and fined, put on probation. I'm not sure how they will react to amphibians or reptiles, but they should react accordingly regardless. It's an animal that appears to have suffered a very avoidable death and it sounds as if others are suffering as well. I do agree with Lija, odds are management just might play nice to make it go away and then go back to their old ways. Maybe not, they might fire the people who neglected, it's hard to tell. To be safe you might just want to contact ASPCA.
