It doesn't always work the first time. You didn't answer if you de-chlorinate your frog's water or not. If you are using tap water it must be treated with a de-chlorinating agent or water conditioner before using it for your frog. This means all water including what is used to moisten and expand the frog's substrate.
EDIT; Sorry I didn't see where you asked how to de-chlorinate the tap water.Filters do not work for removing all chlorine and chlorimines. You'll have to buy a conditioner like Prime or ReptiSafe. My bad.
