Its a Cranwelli. Those conditions are inexcusable!!! If you believe the little gut is impacted you don't want to feed him anymore until he passes the impaction. Feeding him will make it worse. A good way to do the honey baths is to perform the honey soak and and then prepare a second bath with just Luke warm de-chlorinated water and place the frog in as the honey bath cools. As the second bath cools have his water dish contain Luke warm de-chlorinated water and place him back home in his water dish.

This technique is affective and works well.
