My frogs cage keeps getting these little patches of white fuzzy stuff in there... Kinda looks like mold... any idea what it is and if its safe or not?

Probably mold. I'd recommend adding springtails and isopods. It's normal for mold in the first weeks of a vivarium.

make sure you clean the tank every 2 weeks or so as mould can grow from moisture in the air.mould grows on the bottom of my frog tank and i just wash it out with water
