Sick frogs should always be moved into quarantine until they have recovered. Quarantine tanks should be very simple, damp paper towel for substrate, a water bowl, and a fake plant. Of course you need to provide whatever light/heating is required for your species of frog. Quantine tanks enable you to monitor feeding, droppings, and behavior better.
It's worth mentioning that cloudy eyes can also come from old age.
If the frog is overweight, or has been continuously overfed, it could be corneal lipidosis (fat deposits in the eye). This is not uncommon for whites tree frogs, as they tend to get fat easily.
