How big is the area you'd like to cover? Lynn's idea might work great for this. Sponge the clouds in first with white and grey, let dry and add a few soft streaks of blue and then solid blue.

I love that! Ok, crappy picture but the best one I could find of a 2D background I bought almost a whole roll of that I really liked from Pet Supplies Plus
