If he's only 3 inches I would wait another month or two before moving him to an enclosure that big. Take your time to set up the 40, a 15 long is only just a bit too small for a bare minimum setup for an adult.
Moves to a big terrarium for a tiny frog can be a bit stressful and overwhelming for a little baby
