Not being able to open his eyes unless in water, and his eyes seeming to throb or bulge, followed by the "waxy skin layer" and the fact that part of the coc fiber was totally dry in the cage it all sounds like you really had a shed problem going on and it was stressing the discomfort. Ive never heard of this in frogs (probably because they die of drying out before its a problem) but some animals can die from shedding problems.
Keep the mositure levels up and monitor the humidity.
I prefer to tong feed my animals so I can monitor what they are getting.
