There isn't really any secret to it. You hook a water pump up to an aquarium that has a performated "spray hose' That is elevated above the enclosure. You put filter foam around the pump intake, and then put a mesh bag over the filter foam to prevent eggs from getting sucked in. You only need enough power in the pump to make it rain, you dont have to over do it. Then you put some bricks in there for the frogs to sit on. Use simple electric timer to turn the pump on and off at certain times. Use a tank divider to seperate the males from the female for a bit so she can get all excited from their calls, and remove it when you are reeady to see some breeding action.
Watching for rain storms or using a barometer to look for increases in barometric pressure which may affect or induce breeding behavior.
