Are you able to fine red-eyes locally or are you planning on having them shipped? I would not know when is best to get your frogs, but I would think that if you were having them shipped, wait until maybe Sept or Oct (if your viv is ready) or wait until spring time.
If you can get them locally, then I don't see any problem with getting them in the winter time (as long as they're not exposed to cold weather (maybe bring an insulated container to transport them to your house).
