With any Pacman Frog when you use a lamp make sure it has a dimmer switch so you can accurately adjust the amount of light and heat produced by the bulb.
Would a Zoo Med 100 Watt CeramicInfrared Heat Emitter be okay for an albino because my terrarium is 18"X18"X24"? Or would a medium (30-40 gallons) UTH be a better(and safer) source of heat?

You don't need a 100 watt CHE. Way too powerful a 60 watt will do the trick. Be careful because those get very hot. Use a lamp with a dimmer switch so you can adjust the heat output.
