Maybe mimicking rain would encourage him to come out, don't over do it, just keep it moist and humid in there.
I don't think he'll suffocate, they are burrowing frogs after all.
Also I don't know how much I would root around in the soil trying to find him, sounds like it would stress him out and I think you want him to feel comfortable enough to come out so you can see him.
