Knowing it's the right leg would be helpful to know. And what's to say it's not going to pop out in time. Would it make it in the wild? Maybe, maybe not. I don't think it would change it's survival rate one way or another. The choice is up to you on whether to keep it or not. Also your photo in the first post is deceiving. It looks like you are keeping them in a water only container.

That's just a bowl I put them in when I change their water, and I take a picture because they're easier to count when they're not moving around and have a contrasting background. It's not deceiving. It's just not what you assumed.

I don't know whether it's normal or not for it not to have a right leg. I'm just asking because I'm a worry wart. It's getting time for them to go (some already have) and I don't know what to expect.
