Its mold and should be removed. Frogs are really prone to fungal infection.

My tanks get mold in them here and there not all the time it grows in the coco-fiber. Should I remove ALL the coco-fiber or just the moldy parts?

I would remove it all. Mold could be growing on other parts, and you might not be able to see it.

I'm just saying that you'll be going through a ton of eco earth. It's because of the moisture. It's you're screwed if you do and you're screwed if you don't. I do spot checks daily and I do overall cleaning every couple of weeks. I haven't had any die on me yet. I like paper towels but they get them dirty soooo fast and the seem to not like it.
