    Hi scro,
Bolisnide has given you good advice !
Answering and posting the questions will help you, your frog, and us.

I'm sorry he is not doing so well.
He needs to be moved into a hospital/quarantine tank and be re-hydrated.
If you cannot get a hospital tank now - do this in his regular enclosure. But get the hospital tank asap.
Put him in --a very clean ( no soap) , very shallow container- w/ a lid ( so he remains in the re-hydration solution) .
Soaking solution --enough to cover the frog's belly ONLY! If he cannot lift his head, you don't want it too deep !! for 15 minutes -every day until you get more advice as to what the problem is.

Re-hydration solution: Unflavored *Pedialyte ( *from a pharmacy or supermarket) soak him in 1:10 ratio (one part pedi and 10 parts distilled water if possible( yes - for this distilled water )

A quarantine-hospital container / enclosure: should be simple ( 5--10 gallon tank or same size critter keeper) – something easy to clean w/ paper towel substrate dampened w/ de-chlorinated water, and a soaking dish w/ de-chlorinated water.

He needs a herp vet ! If you do not have one:
