Well, I can't say for certain wether or not he'll charge you, as I've never used his help before, but plenty of people here look to him for help, so perhaps he can just give you a diagnosis and some advice. I would imagine advice is free, but I heard you can buy medicines from him as well.
Those pictures... wow. It really was a good thing you took care of her, because she probably would've died, what with her flesh and what not exposed.
If her eye has a membrane that can cover it[voluntarily/involuntarily], then that could mean that something is messing with her eye and is irritating her or it could be slightly infected. My turtle actually has 2 membranes in addition to the normal one. One for above/out of the water use[the normal one], one to keep water from entering her eye and the white one to keep out foreign matter[which she also closes when she sleeps].
Perhaps something touched her there. I heard some feeders like Crickets, can bite a frog/toad, so perhaps that could be the cause [if you feed her crickets].
I'm not as savvy as I wish I was, so I hope someone with a better answer will come along.
