You want the silicone to completely dry and the fumes to be out of the tank. If there is no smell you should be fine. I would at least get some coco fiber in and something for them to climb on before putting them in since you really don't want to stress them out making changes while they are trying to acclimate to the new home.

Oh yeah I meant to say that is it safe to buy the stuff today and the frog later today but it's too late, I will just have to go on saturday. Thanks for the confirmation!

You should wait for about 3 days after siliconing to put the frogs in.
Even though it's says 100% safe for reptiles those fumes aren't.
