You could carve closed cell foam, cover it with a couple layers of underlayment cement, and then paint it with acrylics. After the cement cures, soak it in vinegar for a couple of days and use litmus paper to check the pH. This way, you can make the rocks/ledges exactly as you wish. This is what I used for this terrarium currently at the UW Pediatric clinic in Madison, WI.
