It's a "nuptial pad"- used by males to grip females during mating. It's so they can ride piggy-back without falling off until breeding is complete.

It's genetic and documented. Looks like a scab or a wart. Found on some frog species and some other amphibians.

A pic totally helps- I told my friend about the pads, he looked at the frog's palms and saw the meaty portion and thought they were the nuptials...
