The frog only needs a light source to stimulate light and day, which can be done with whatever lightsource. The plants seems to do best with "full spectrum" and a lightning colour of 6500k. The UVB is not really needed and can (not saying it will) be hurtfull for the frog. The 5.0 is quite heavy on the UVB, so make sure you have shade and cover from th light.

On a sidenote, I think the number is how much of the emitted light that is UVB (in percent), so in this case it's 5%.
