Baby Toad and Possible Impaction; I need help!!

My baby toad is only about and inch long from nose to vent. He has been growing continuously for about 8 months. He has not eaten in many weeks and is not pooping. He has become emaciated. All he does is sit around and gulp alot almost as if he is trying to swallow something. Could he have lodged a piece of substrate in his intestines or throat? What should I do? I have been giving him warm water baths for about a week with spring water, but nothing has changed. His environment is not the problem in this situation for it has been constant for his entire life. If anyone has anything they can tell me to help my toad or to better inform me on his condition, please tell me. Thank you.
