Kerry, to me it does not look like your frog has red-leg. When a frog does have red-leg, the legs and the belly are undeniably red, sometimes to the point where they look like they may start bleeding. How long have you had the frogs for? Do you see them eat?

He does look pretty thin, if he isn't soaking, keep him hydrated by misting him. I would definitly take him into a vet.
