Does this heating method work?

the frogs wont get burnt. wen i first got my heat mat i had to get my friend (owns a pet shop) to check it was workin as i thought it would get alot hotter than it did. it only gets slightly warm to the touch but creates enough heat to bump the temp up just that bit extra.

I have used a laser thermometer to check the temp on the side mounted UTH and it only gets to the mid to high 70s. The have an internal themostat built in so they shouldn't over heat unless it is faulty.
