I have 2 white's, housed in an 18x18x24 enclosure.
I use a zoomed large UTH mounted to the side of my tank. My frogs sleep on the glass where it is all the time. Initially I became very worried they would get burned, but upon further research, I discovered the pad itself doesn't heat higher than 78 degrees, which is probably quite comfortable for them. I also think that frogs are pretty savvy and wouldn't sleep somewhere that felt too hot. I worry more about the heat lamps overhead that seem very hot. What if the frogs were climbing and got too close? I've burned myself accidentally with those many times before.
Just thought I'd voice my own experience...
I suppose there is still risk, what if the pad were to short circuit?
