No, he can't survive those low temps......so you need a UTH. That way he has a cool & a hot side and can decide which he wants to be on. These are NOCTURNAL frogs.........they don't do sunlight, so a light is not needed. If you can afford a heat lamp, you can afford a UTH. Make sure temps stay between 80-86 degrees F during the day and mid 70's - 82 at night. Humidity should be 60% to 80% and the substrate is moist but NOT drenched. make sure the water is de-chlorinated as well.
