Yes I've seen American Toads out during 50 degree weather before and be fairly active. I don't like Pacmans being below 75 degrees F even if they can handle as low as 70 and 65. Babies can't handle 70 very easily. I try to keep mine as close to their daytime temps at night as possible since they're tropical.
20h1. Whats the temp in the room. In your case since you have one pacman .I would get a 2.5 glass tank with screen lid. This tank will give him room for a water dish. You can get a small heat pad and put it on the other side of water bowl. This way he has a cool side, and a warm side. When he gets bigger, then he can go to a larger replica of the 2.5 setup. You mist him every day and throw the food by him. Put your temp/hum gages so you can monitor him .If he needs more heat you can put a 25 watt blue light on top of the lid. No fire risk to worry about. I have to take the ac out from the window . I use 25 watt blue lights that mimic the moon for my WTF. Tonight its cold out . The temp is 76/ humidity is 55.
I ended up putting two small heat matts on either side of one corner. Tank loves to dig and nap in that corner now that it's chilly. I have found that I have to mist an extra time throughout the day to keep the humidity up.
