Default Recommended setup for Western toads?

I'm just wondering what would be in it and what amount of water/soil. A 15 or 20 gallon is excellent for two adults, I'd just like a really awesome setup. I want them to be happy little guys!
Also, is there a way to avoid substrates that they will drag into the water, or only put coco fiber/peat moss on one side of the tank and have a flat area before the water dish. I want them to be able to burrow, so my setup may be a bit complicated if I get too fussy...

I use a layer of small rock, organic soil, eco earth then cypress mulch topped off with moss for the Fowler's, they love to bury in thisName: toad 9-30-11.jpg
