I removed all the sphagnum moss from my tanks at a top later of substrate due to a similar issue and having to remove it from the frog.
Sphagnum moss does great for retaining moisture and I do have it as a lower layer in some tanks but prefer Plantation Soil or Eco Earth as a top layer since both are digestible.
For a top covering to reduce the amount of soil on the frogs I use leaf liter such as Magnolia Leaves or Sea Grape Leaves.
I also have the smaller live oak leaves in my tanks but for larger frogs I use the larger leaves.
