Is 60 deg to cold for Grey tree frogs? What is the best temp to keep them at? Do they hibernate by season or by temp? What temp would they start to hibernate at? Do they hibernate underwater?
They hibernate by temp.
I think its by seasonal cues, such as temperature and shorter light periods. They won't be burned a submersible aquarium heater.
Hmm really I have always been recommended that you make it so the animal cannot touch them.
With an aqauarium heater IN the water you don't have to worry about it burning the animals. You will have to monitor it to make sure it doesn't overheat the water.

Grays will eat and be active at 60. They don't "hibernate" until it gets much cooler - into the late 40s (9 degrees C).
