I have seen grays swim to the bottom of a pool to avoid predation, maybe the same thing is happening.

He is the only one in the tank. No predators. Should i use a water heater to warm the tank up?

I would recommend a light for heat. Do you think he goes underwater when you are around, he might think that you are a predator.

A submerisible aquarium heater will work. There is one in my White's enclosure.

Is 60 deg to cold for Grey tree frogs? What is the best temp to keep them at? Do they hibernate by season or by temp? What temp would they start to hibernate at? Do they hibernate underwater?

I think its by seasonal cues, such as temperature and shorter light periods. They won't be burned a submersible aquarium heater.
