drowning risk

i have a bullfrog tadpole that will be an adult in a month. With treefrog tadpoles i used 3 inches of water with a gravel gradient to create a land area. this worked great and i used it even when they were frogs. BUt lately ive heard a lot of people talking about their froglets drowning. i'd like to see my bullfrog do some swimming but im worried he'll drown. I have gravel, a plastic plant, and a turtle dock. What should i do to set up his tank?

He won't make much use of open water when young, so I wouldn't use more than a water dish after he metamorphoses.

Use moist paper towel as substrate, with a water source that is slightly shorter than he is.
