I havent been trying to make them or anything but they are male and female dumpy frogs who were together in the pet store. I have been seeing the male on top of the female alot recently. I havent heard any croaks or anything but they have a nice water area that i would assume is perfect for laying eggs.
Do you see any eggs anywhere? Maybe the tank conditions are optimum for mating.
My first thought is that the male is "practicing" or getting into the mating stage. Young male frogs are known to prepare or "practice" for the mating season by sitting on top of females. I had a young male Wood frog who sat on top of my two female Wood frogs at the same time! However, he didn't try to mate with the females, maybe because the conditions weren't "right".
Are they in amplexus? In other words, is the male tightly grabbing the female around the waist? If not, I doubt it's mating behavior.

my young male red eye tree frog does the same thing. and they always sleep together. but he's too young to mate, so i'm not sure. haha
