The minimum for an adult pacman and chubby frog would be a 20"x10"x12" and an adult of any of those will not live comfortably.
There are no herps that can permanently live in a 6 gallon, the only things that could live in there are invertebrates.
No they can go their whole life without any mice at all, it is best to feed them feeder insects but you can add mice in around twice a year.
As a bedding it would be best to use a mix of coconut fiber or topsoil and sphagnum moss but sphagnum moss alone will not cause any problems if your animal is healthy.
