I just did some research and found that you can have about 5 fire belly toads in a 20 gallon tank, so although they are not a tree frog, that could be an option.

There aren't many species of tree frogs that fit those qualifications. The most you might get into there is probably around 3. I hope someone else can give you more advice.:)
