not alot you can do with plastic, without melting it ofcourse. The only option I have is putting him near a warm vent, away from windows etc. Don't put it ontop of the vent, as it will dry him out.
You could use a heat mat, although personally I would be put reed frogs in a glass tank so I could provide UVB and a heat lamp.

That's good, reed frogs sunbask and so require I'd imagine need UVB, so plastic tanks aren't really suitable. Sadly not, I'm in the UK
