Letting it sit really only works if your local municipality is only adding chlorine to the water, not ammonia as well. In either case though, treating it with dechlorinator from the pet store will take care of those chemicals.
The problem with using tap water for misting is that you risk making hazy areas on your glass from the dissolved chemicals in the water (such as calcium salts, magnesium salts, and even residue from the dechlorinator). For this reason, I recommend you use distilled water or reverse osmosis water for misting.
