I have used under tank heaters which I always put on the side of the tank since I bought FROG in December of 2013. I have never had a problem with them. That is the only thing I use to heat FROG's tank. I think if they are used correctly they work.
They're contact heaters, the animal really needs to sit ontop of it to benefit from them. If a horned frog has to come up from its preferred burrow during the day and push itself right to the wall to get heated then I don't think these are suitable heaters. Also, in order to actually produce enough heat to get into the tank they would have to heat up very hot and so if the frog did sit right up against it would be probably too hot. I only use thermostat controlled wall mounted mats for arboreal animals and they are as a secondary heat source
If the room is close to the required temp then your good. However you'll be fighting a losing battle if the temp is 10+ lower. I think heating glass then spraying water on it is a bad idea. Also having to go way overboard on size just to compensate for heat loss due to lack of insulation is like reaching around your back just to scratch your other arm. That being said as long as your conditions are being provided that's all that really matters and to be honest many an old horned frog has been raised with an uth used exactly the way its designed to be used.
Here's my best recipe for heat/humidity
1) Heat lamp with ceramic socket on a dimmer ($15 hardware store)
2) 50-60W Infrared or night bulb for 10g/20L/similar size up the wattage for bigger tank ($5-$10 petstore)
3) Cool mist humidifier converted to fogger ($40 all in price)
4) Hygrotherm ($60 ebay and worth every freaking penny)
Non display
1) Tub with holes poked around outside and on top. False bottom and water dish.
2) Same above heat lamp with dimmer placed however inches above tub to achieve temp (dim however to achieve night time temp drop)
I'm not going to go over why heat pads are really bad for pacman frogs attached on a bottom, I said it way too many times.
