Answer the questions from the Trouble in the Enclosure sticky here http://www.frogforum.net/showthread.php?t=14721

Pacs can eat a mouthful of cocofiber and it won't bother them. It passes through their digestive tract just fine, so it's not because of that.

The most common reason for pacs to stop eating is either something is off with the husbandry or they have an impaction (intestinal blockage).

I'll go ahead and write out how to deal with impaction if that is the problem, since it's such a common reason for them to stop eating.
Feel the frog's right side; if you feel a lump, then it's most likely impaction. You can help him pass it by putting him in a bath of chin-deep luke-warm treated water with several drops of honey in it. If it doesn't freak the frog out, you can also try and GENTLY massage the lump (some frogs are fine with that, others freak out) if he doesn't let you do that, just leave him in the water/honey bath for about 20 minutes. That should help him pass it. If it doesn't, you can do the honey baths daily until he does.

A frog which is impacted usually doesn't move anymore and is very apathic.
is your frog apathic ? it's difficult to say a pacman frog is aptahic, as they don't really move even if they are healthy.
But, for example, if you try to take it in your hands, does it try to escape or not ?

After, as said by DVirginia, please, answer to the famous questionnary Trouble in the Enclosure.

Did you try the honey bath as suggested? If not once he is out of the honey bath make sure to let him soak in plain warm declorinated water to rinse off the honey residue. what is your heat and humidity readings? You want it to in between 70% and 80% humidity, 75% is what I keep mine at. Your heat you want around 82f during the day and let it drop a few degrees at night. if you are having problems keeping your heat and humidity steady and there is big fluctuations with it through out the day he will not like it, and that would be another reason he doesn't want to come up. And when you do the honey bath put him somewere quiet and you can put a towel or something over the tub he is being bathed in to keep heat in and reduce stress.
