Leopard frogs require adequate amount of room to live comfortably in captivity. A standard 15-20 gallon terrarium should be enough to house 1-2 adults. A juvenile can be housed in a 10 gal for now....just until it grows to adulthood. Leopard frogs grow to 2-5 inches from STV.

Oh, sorry....STV means snout to vent. It's a term used for measuring frogs from the tip of their nose to their vent .

If I may add to Autumn's comments, leopard frogs do require lots of room. If you cannot find an aquarium large enough, Rubbermaid and other companies makes large plastic containers that are both durable and inexpensive. I keep most of my frogs in these boxes and they do quite well.

Would I need to put some holes in the sides for ventilation?
Yes, I use a soldering iron to poke holes in the plastic containers. The holes keep the air fresh.
I just bought a 31 gallon bin today do I need to clean it with anything other than water?
Whats a soldering iron? Where fan I get one?
