I would put him in a quarantine tank right away, and clean the tank that you your other frog is in. Monitor both closely, and consult a vet if it doesn't resolve itself.

Hi I'm a proud owner of two red eyed tree frogs, but last night i noted little red spots on my little friends belly. as-will a little bet of swilling around one of his eyes but its not red and doesn't seme to bother him much at all. and on top of this he was up all day today will his light was on! is this sum thing for me to worry about or not?

I'm guessing they are the $20 red eyes from PetCo? Seems to be a common theme lately. Set the frogs up in a dry quarantine tank, get in touch with a vet ASAP and start them on the appropriate medications.
